LIHEAP 2026: How to Get Help Paying Your Heating & Cooling Bills
LIHEAP (Low Income Home Energy Assistance Program) pays an average of $439/year toward your heating or cooling bill. 6 million households get help annually.
Who qualifies
- Income at or below 150% of Federal Poverty Level (higher in some states)
- Priority for seniors, disabled, and families with young children
- Apply whether you rent or own
Types of help
- Regular bill assistance — one-time or seasonal payment to your utility
- Crisis assistance — if your power is about to be shut off
- Weatherization — free home upgrades (insulation, new windows)
- Heating equipment repair/replacement — broken furnace? LIHEAP can replace it
Apply before the freeze
LIHEAP has limited funding and state deadlines. Most states start accepting applications in October/November and run out of funds by March. Apply early — don't wait until your power gets cut.Required documents
- Recent utility bill (showing account number)
- Photo ID
- Proof of income (all household members)
- SSN
- Proof of residency (lease or mortgage)
How to apply
Each state runs its own LIHEAP. Apply through:- State DHS office
- Community Action Agency (often same day)
- Utility company (some states)
Find your state's application at acf.hhs.gov/ocs/programs/liheap.
Auto-qualify shortcuts
You probably auto-qualify if you're on:- SNAP
- SSI
- TANF

Shut-off protection
Most states have "winter moratorium" laws — utilities can't shut off heat between Nov–April for LIHEAP-eligible households. Call your utility and ask for a payment plan if you're falling behind.Related help
